Phoebus Pier in Hampton – Located approximately 1.2 StM off the ICW between Mellen Street and East Mercury Blvd at Phoebus Waterfront Park. Opened March 2019, the 96’ pier has an attached floating dock and is primarily designed for small boats and dinghies. The Pier operates from sunrise to sunset. No overnight docking or fishing from the pier is allowed.
The Pier is conveniently located ½ mile to numerous restaurants, bakery, Signature Canvas shop, and 3/4 mile to Food Lion grocery store. Phoebus does not have its own government but is a community within greater Hampton.

The Docks at Downtown Hampton – Located approximately 2 StM off the ICW, The Docks at Downtown Hampton provide easy access to the business area of Hampton. Local dining, shopping, and a post office are available within easy walking distance of the marina. A Food Lion grocery is located 1.4 miles from the marina.
ICW Free Docks visited The Docks at Downtown Hampton on 09/21/2021 and used the docks for dinghy access only. It is ok to tie up a boat or dinghy for “a few hours” but need to call first to determine if space is available. Tina Ezell is the Dockhand and Danny Fitzgerald is the Dockmaster. This information was verified on 09/07/2022 with Tina.

Portsmouth, VA – North Landing – Located in the heart of Historic Portsmouth. Free dockage including free self-service pump out. 36-hour limit, no more than 3 days in 30-day period. Visitor’s Center is located at the dock. There are reports that the dock is a few inches under water at high tide. The ferry to Norfolk runs from adjacent dock. There is a 40’ vessel limit at both Portsmouth, VA Free Docks.
ICW Free Docks talked with Edie at the Visitors Center on 10/31/18. She stated that both the North Landing and High Street docks are open. There is some damage at the North Landing docks, but they can still accommodate 3-4 boats. The No Docking sign is there because of the damaged docks area but doesn’t pertain to the entire dock. It is recommended that anyone planning to stay at North Landing or High Street contact the Visitors Center for current information about the status of these docks.

Within walking distance of nearby small community grocery store, auto parts store, dollar store, and restaurant. The Lock Master Robert is legendary for his friendliness and hospitality.

Great Bridge Battlefield Park, VA -24 hour free dockage strictly enforced. However, some boaters report longer stays with permission of park ranger. Dock 1, approximately 200’ in length, is located to the northwest of the Great Bridge Bridge and is within a few hundred yards of shopping and restaurants as well as a full-size grocery store. Dock 2, also approximately 200’ in length, which is newly completed will hold 5 -6 boats and is located just to the southeast of the Great Bridge Bridge.

Dismal Swamp Canal Douglas Road Landing, VA – 100’ free dock. There is a restroom, but also reports of it being often closed for lack of water. Caution should be exercised setting fender due to large bolts that protrude out from the pilings. Closed road adjacent to the dock provides miles of easy bike riding and walking.

Recreational fishers call on legislators for action on menhaden management

Recreational fishers in Virginia are asking legislators to take action on managing menhaden in the Chesapeake Bay, as the only reduction fishing company catching the tiny nutrient fish continues to refute allegations it’s harming the species.
In a Sept. 3 letter , the Virginia Saltwater Sportfishing Association sent the request to all 100 members of the House of Delegates and 40 members of the Senate.
“The Chesapeake Bay is a national treasure and it can no longer support this level of industrial-scale fishing in its fragile waters,” wrote Steve Atkinson, chairman of the VSSA, after detailing ways management of menhaden has and hasn’t changed in recent years. “Our citizens ask for your support of sensible regulatory/legislative action to better manage this vital public resource.”
Oversight of the menhaden reduction fishery in Virginia has long been debated through regulation requests and ongoing court cases that sought to reduce the catch amounts for Reedville-based Omega Protein, the lone reduction fishery in the Bay that reduces menhaden into fishmeal and oil.
The VSSA and conservationists say Omega’s catches are hurting the striped-bass population, though the Atlantic States Marine Fisheries Commission, the regional fishing management authority, says the species is overfished but overfishing is not occurring. Overfished is a regulatory term meaning that the number of fish or weight of fish is below a sustainable reference point, while overfishing happens when catching or death rates are below a sustainable reference point.
Recent research is now linking lower populations of menhaden to starving osprey chicksin several areas of the Bay, not just the lower Mobjack Bay region that previous research examined. Over the summer, the USGS presented to the ASMFC separate research also looking at how catching menhaden, as well as pollution and weather events, could be starving the osprey species amid competition with other birds, including the double crested cormorant and brown pelicans.
In 2020, the Virginia legislature transferred regulatory oversight to the Virginia Marine Resources Commission, where the VSSA and conservations thought stricter rules on Omega would be easier to attain.
But a 2022 petition with 11,000 signatures calling for Omega to move its fishing to the Atlantic Ocean in order to study the impact of the company on the Bay led to the VMRC entering into a non-binding memorandum of understanding with the company, which agreed to not fish around holidays and weekends. Another request for stricter regulations on Omega was denied earlier this year.
Omega, which is limited to a 51,000 metric ton cap on catches in the Bay under ASMFC’s direction, has said that fishing in the Bay is critical when inclement weather makes fishing in the Atlantic Ocean unsafe. There also isn’t any science showing their operations — which employ over 250 people with annual wages totaling $29 million, $26 million of which stays in Northumberland and Lancaster counties — aren’t as impactful on birds in the Bay as “a range of issues” that the USGS presented are, contends the company that operates Omega’s fishing vessels, Ocean Harvesters..
“Ocean Harvesters believes that any organization can and should participate in the governing process, but the groups’ statements must be grounded in facts and the best available science; not erroneous rhetoric that is meant to misinform like that of VSSA,” said Ocean Harvesters in a statement, adding such rhetoric could “negatively impact the blue-collar, union, and minority workforce of Ocean Harvesters.”
The letter from the VSSA references a bill from this past session carried by Del. Lee Ware, R-Powatan, that would’ve funded the $2.6 million study both the recreational fishers and Omega have called for, but the measure was carried over to next year’s session. The recreational fishers, Omega, academic institutions and conservations crafted the framework of the study, to be conducted by the Virginia Institute of Marine Sciences.
Attempts to reach Ware weren’t immediately successful.
Del. Betsy Carr, D-Richmond, who is a member of the study’s subcommittee that voted to carry over Ware’s bill and several other funding requests said in a statement, “I and many of my colleagues remain supportive of it and interested in (the menhaden study’s) crucial findings.”
“I look forward to continuing to work on this issue in the coming Session and am hopeful that we can secure the funding and resources,” Carr said.
Following the USGS presentation over the summer, the ASMFC approved a motion from Lynn Fegley, the Maryland Department of Natural Resources director of fishing and boat services, to form a workgroup to consider “precautionary options,” including seasonal closures, for regulations on Omega. Virginia’s representative on the board, Pat Geer, chief of fisheries management at VMRC, attempted to postpone the measure to gather the science first, but his motion failed.
“[Fegley’s] motion is leading down a path of the seasonal closure for a fishery based on public opinion,” said Pat Geer, VMRC Chief of Fisheries. “We need the science first. We need to have that information. It is very frustrating for us, and it’s embarrassing, that we can’t get the funding to do this, if it’s that important.”
The ASMFC workgroup is expected to present proposals in October. Any regulation changes to Omega need to happen between October and December, the time period negotiated as part of the oversight transfer to VMRC to allow the company to prepare for the season that begins in May.

Education Requirements:
All motorboat operators using a motor of 10 horsepower or greater (including boats documented by the U.S. Coast Guard) and also personal watercraft operators (i.e. jet ski) are affected by the new law. Sailboat operators do not have to meet the requirement unless the sailboat has a motor that is 10 hp or greater (whether or not the engine is running). A canoeist does not have to meet the requirement, nor does a kayaker, a rower, or operator of other manually propelled craft.
When Must I Get My Boating Safety Certificate? The requirement for boating safety education is phased-in over several years according to the following schedule:
- All PWC operators, regardless of age, and motorboat operators 30 years of age or younger shall meet the requirements by July 1, 2012
- All motorboat operators, regardless of age, shall meet the requirements by July 1, 2016
How Do I Comply With this New Law? A person shall be considered in compliance with the requirement for boating safety education if he/she meets one or more of the following provisions:
- Completes and passes a boating safety education course that is approved by NASBLA and accepted by the Department
- Passes an equivalency exam
- Possesses a valid license to operate a vessel issued to maritime personnel by the United States Coast Guard or a marine certificate issued by the Canadian government or possesses a Canadian Pleasure Craft Operator's Card
- Possesses a temporary operator's certificate
- Possesses a rental or lease agreement from a motorboat rental or leasing business, which lists the person as the authorized operator of the motorboat. The person must also completed the Dockside Safety Checklist
- Operates the motorboat under direct supervision on board of a person who meets the compliance requirement
- Operates a boat not registered in Virginia, temporarily using the waters of Virginia for a period not to exceed 90 days, and meets any applicable boating safety education requirements of the state of residency
- Has assumed operation of the motorboat due to the illness or physical impairment of the initial operator, and is returning the motorboat to shore in order to provide assistance or care for the operator
- Is registered as a commercial fisherman pursuant to the Code of Virginia or is under the on-board direct supervision of the commercial fisherman while operating the commercial fisherman's boat
How Do I Prove I Completed and Passed a Course? Boaters that must comply with the new education standards must be able to present to the officer a card or certificate that indicates you have passed a NASBLA approved boating course or that you have passed the equivalency exam.
What if I am Only Visiting Virginia? You must demonstrate that you are not a resident of Virginia, that you are temporarily using the water of Virginia for a period of 90 days or less (your boat is registered in another state as the “state of principal use”), and that you meet any applicable boating safety education requirements of your state of residency.
Is there a Minimum Age to Operate? For a personal watercraft, the minimum operator age is 14 and operators must complete and pass a boating safety course before they can operate. For a motorboat, there is no minimum operator age and there is no minimum age requirement to attend a NASBLA approved boating safety course. Youngsters can operate a boat under direct supervision of a person who meets the boating safety education requirement.
How Do I Get My Certificate?
1. After you complete the course you will be issued a printable copy of your certificate that you can print yourself and use immediately. 2. You will also have the option of ordering a Virginia Division of Natural Resources approved, waterproof plastic card for $15. Please allow 2-3 weeks for your card to arrive.
