Welcome to the third-annual Best Elex Awards , which honor innovative marine electronics and technology products that have been reviewed and approved by the editorial team behind the four leading titles in marine media: Boating , Yachting , Cruising World and Salt Water Sportsman . At the first of the year, the nominees were evaluated by our team of eight judges, including the editors-in-chief and electronics editors of the aforementioned brands. In the end, seven products set themselves apart. And the winners are:

What the Judges Said: “The most impressive feature is the antennas’ ability to seamlessly jump between cellular, Wi-Fi and VSAT networks, all with the lowest-cost routing and user experience in mind.” —David Schmidt, electronics editor, Yachting

Two of our eight judges gave KVH’s TracNet system perfect scores. And what’s not to like? This new system for onboard connectivity just might be as seamless as the internet setup in your home. And it doesn’t require an assortment of disparate parts, complicated connections and multiple bills. TracNet combines satellite, cellular and Wi-Fi under one dome. The system features automatic switching to keep boats connected using the best communication option at all times—without the need for hands-on tuning. The H30 ($18,995), H60 ($27,995) and H90 ($44,995) antennas match boats of 30, 60 and 90 feet, respectively. Paired to a belowdecks unit using an Ethernet power-over-coaxial cable, the H90 can deliver VSAT download speeds as fast as 40 Mbps (with Elite service). Boaters can also expect support for 5G/LTE cellular service where available, as well as the ability to add user-supplied SIM cards for local service. TracNet connects to shore-based Wi-Fi using an integrated bridge for additional speed.

What the Judges Said: “Veteran anglers have long sworn by power-hungry magnetron radars, scorning the advent of pulse-compression radars, for finding flocks of seabirds. But now there’s a pulse-compression radar that may change some minds.” —Jim Hendricks, electronics editor, Salt Water Sportsman and Boating

All the judges commented on the Simrad Halo 3000 Bird+ mode, labeling it innovative and a problem solver. In that mode, the open-array radar focuses all its juice toward finding birds for fishermen. It can reach out to 8 nautical miles, while other pulse-compression units might see flyers at 3 miles. Halo 3000 is available in 4- and 6-foot arrays, and delivers 130 watts for seeing out to 96 nautical miles. Its smaller sister, Halo 2000, is available in 3-, 4- and 6-foot arrays, and offers 50 watts of power for visibility to 72 nautical miles. Both arrays are equipped with ZoneTrack, which allows captains to track up to 50 vessels. Dangerous Target Alerts highlight the range, bearing and heading of other vessels. VelocityTrack shows color-coded targets to help identify threats. Halo 2000 starts at $6,399; the 3000 starts at $8,499.

What the Judges Said: “The big excitement for me is that Garmin has finally combined two excellent products into a single, intuitive interface. Throw in automatic daily updates, and the end user is the real winner here.” —Andrew Parkinson, editor-in-chief, Cruising World

When Garmin purchased marine-chart powerhouse Navionics about six years ago, boaters loved the idea of the two joining forces and the prospect of new navigational tools. And while the evolution took a little time, the process has come full circle with Garmin Navionics+. The all-in-one mapping solution features advanced autorouting, depth-range shading, vibrant colors, a streamlined interface, combined coastal and inland content plus a one-year subscription to daily chart updates through the ActiveCaptain app. Boaters can upgrade to Garmin Navionics Vision+ to add high-resolution relief shading, high-res satellite imagery, aerial photos and more. The charts come preloaded on a variety of new Garmin chart plotters and can be purchased online. Starting prices range from $149.99 to $249.99.

Best Integrated System: Lowrance HDS Pro w/Active Imaging/ActiveTarget 2

What the Judges Said: “HDS Pro delivers full ­networking with bow-to-stern boat control as well as compatibility with Lowrance’s latest live sonar—ActiveTarget 2—and the second generation of Active Imaging. That’s a lot of capability in one package.” —Chris Woodward, editor, Best Marine Electronics and Technology

How many features can you fit into one new multifunction display? If you ask Lowrance , the list appears to be near endless. With its latest system, Lowrance launches the HDS Pro line of multifunction displays, as well as increases the functionality of its side- and down-scan imaging and live sonar. The 1 kW-capable HDS Pro units also deliver full control of trolling motors, autopilots, engines, radar, communications and Power-Pole shallow-water anchors. The MFDs are available with 9-, 10-, 12- or 16-inch SolarMAX IPS HD touchscreens and cost $2,199 to $4,999. The ActiveTarget 2 Live Sonar module and transducer cost $1,649; the module alone costs $799, and the transducer alone costs $1,099. Active Imaging 3-in-1 transducers for Lowrance Ghost trolling motors or transoms cost $399 to $449.

Most Innovative for Fishing: Furuno TZtouch3 w/Chirp Side-Scan Technology

What the Judges Said: “Low-frequency side-scan sonar opens this more-traditional freshwater and inshore-­saltwater product category to offshore fishermen, enabling them to spot fish hundreds of feet away.” —Randy Vance, editor-at-large, Fishing and Marine Group

Side-scan sonar helps anglers see under docks and into submerged trees and weeds, right? Yes, but that’s not all it can do, and offshore fishermen have long wanted a piece of the action. With Furuno ’s latest software update, TZtouch3 users can see structure and fish 750 feet or more off each side of their vessels. Cruisers too can leverage that to find a safe path through coral reefs. To reach that distance, Furuno scans the water at a lower frequency (220 to 240 kHz) than other side-scan sonar brands. While lower-frequency chirps don’t deliver the same crisp returns as higher-frequency transmissions, this new technology aids anglers hoping to find new bottom structure, and yachtsman and sailors hoping to avoid hazards. The software update is free; the transducer costs $900.

What the Judges Said: “Everyone likes a product that can address multiple tasks well, and Garmin’s LiveScope XR does just that. With a single transducer, the user has the ability to adjust the system to see forward, out to the sides or directly beneath a vessel’s hull.” —Patrick Sciacca, editor-in-chief, Yachting

Like side-scan sonar, live sonar initially catered to freshwater and inshore boaters and anglers. But with LiveScope XR, Garmin delivers real-time videolike sonar from lakes out to blue water. In fresh water, LiveScope XR can see up to 500 feet in front of or below the boat; in salt water, that range is 350 feet. The system offers image clarity at close and long ranges simultaneously. The LVS62 transducer can be pointed forward or down manually or turned sideways with the included Perspective Mode Mount. The system includes a GLS 10 black box that mounts beneath a console. With a free software update, the transducer (sold separately) can be added to an existing LiveScope black box. The full system costs $2,999.99; the LVS62 alone costs $2,499.99.

What the Judges Said: “Kicker is truly working hard to deliver great sound in the audio-unfriendly environment that is a boat.” —Kevin Falvey, editor-in-chief, Boating

Innovative was the adjective most commonly used by our judges to describe Kicker ’s latest speakers. The company’s tangential center-cone geometry—also dubbed horn-loaded technology—makes waves among wakeboarders who use uber-powerful tower speakers to push sound to the cockpit and to the rider. But the new Kicker KMXL speakers deliver that same technology to every boater. Kicker says the new coaxials—in 6 ½- and 8-inch sizes as well as 6 by 9 inches—deliver increased performance with optimal sensitivity, power handling and sonic accuracy. The speakers cost $649.99 to $869.99 per pair

In the end, seven products set themselves apart. And the winners are:

Editors’ Choice: Raymarine Axiom+

Leading edge technology: furuno navnet tztouch3 9f, best integrated system: garmin gpsmap 1243xsv, most innovative for sailing: airmar dst 810, best in entertainment: rockford fosgate 12-inch color optix m2 subwoofers, most innovative for power: dometic optimus outboard electric steering actuator, best in communication: standard horizon gx2400 matrix.

Raymarine’s Axiom+ multifunction displays replace the company’s original Axiom line in 7-, 9-, and 12-inch-display models. The plus units integrate a quad-core processor, multi-channel sonar views (including RealVision 3D), and augmented-reality navigation, and include up to 16 GB of onboard data storage. All displays employ in-plane switching for better, brighter viewing along with the company’s HydroTough treatment to repel water and oils. Axiom+ models start at $749.

What the judges said: “These units have more memory than your mother-in-law. They run a multitude of apps, using an intuitive GUI ripped from a smart TV, and, thanks to WiFi, no pulling radar cable through pipework. What’s not to like?”

Furuno responded to customer requests for a smaller version of its TZTouch3 technology, introduced last February, by delivering the 9F, a 9-inch IPS display for tighter helms and second stations. The hybrid-control TZT9F features a quad-core processor, 256 GB memory card built into the system, a built-in 1kW, single-channel TruEcho CHIRP Fish Finder, and a traditional 50/200kHz RezBoost Fish Finder. The MFD comes with a PIN-code lock feature and is also compatible with a wide array of Furuno peripherals, including radar, autopilot, VHF, and black-box sonars. The TZT9F costs $2,995.

What the judges said: “This smaller version of the TZTouch3 delivers so many of the best features of its bigger brothers. The edge-swiping interface, in particular, puts all of your most-important functions within quick reach. The built-in 1 kW chirp that’s frequency agile is a big plus for anglers, as is the ability to lock the MFD with a passcode.”

Garmin’s new GPSMAP 1243xsv multifunction display surpasses its predecessor, the 1242, with edge-to-edge glass, an IPS display, higher resolution, better scanning sonar and more. Garmin says it has now brought those premium features—indicative of its 8600 series—to mid-level consumers. The 1kW chirp unit incorporates all of Garmin’s sonar capabilities such as LiveScope, SideVu, and ClearVu. The 1243 can be flush-mounted in the same space as a 1242 with a retrofit kit. The 1243xsv costs $2,899.

What the judges said: “Garmin’s new 1243xsv combines popular, SideVu, ClearVu and chirp sonar all in one device with no black boxes. In addition, they’ve upgraded the screen for brighter, sharper resolution and made the device networkable to integrate with NMEA 2000 connected engines and all other Garmin products.”

Airmar’s DST810 Smart Multisensor makes calibrating accurate speed a simple process. The unit features an integrated attitude sensor, as well, for logging heel and trim data. With the free CAST app, boaters won’t need expensive PC software to provide heel-compensated speed across multiple heel angles and speed ranges. The 5 Hz output delivers unrivaled speed for making quick decisions on the water. The sensor, which also measures depth and water temperature—to a tenth of a degree—accommodates hull angles of up to 22 degrees and costs $399.

What the judges said: “Airmar sensors are used extensively by sailing instruments, which means the new sensor can easily replace older ones. The ability to self-calibrate and ‘see’ down to the bottom when measuring depth is a great benefit, especially for sailboats that often have curved hull forms. The ability to correct for heel and calibrate speed accordingly is of great value to racing sailors, but also to navigation, since speed through the water is used to calculate current, true wind speed and other critical sailing data.”

Rockford Fosgate has introduced 12-inch Color Optix Subwoofers for its M2 line of Element Ready sound technology. The subwoofers come in two types — infinite baffle, which provides more strength in the cone — and sealed options for smaller enclosures. Available in black, white, black with stainless insert or white with stainless insert, the subs can be customized by connecting an optional Color Optix Controller and RF Connect App that allows selection of various light colors and patterns. The 12-inch M2s cost $449.

What the judges said: “The M2 subwoofer’s customizable LED colors let users personalize their audio experience. With the ability to pump out up to 1600 watts of power, a lack of volume should never be an issue.”

Dometic’s Optimus Outboard Electric Steering Actuator delivers full power-steering functionality with auto-adjustable parameters to any conventional outboard. The actuator, electronic helm display and harness install quickly without the need for hoses, oil or purging. The system also integrates with joystick control, SeaStation (position hold), SeaWays (Dometic autopilot), and third-party autopilots. This actuator employs a compact brushless DC motor and a unique roller screw that produces enough power to push even the heaviest outboards. Two engines require two actuators; triple- or quad-outboard setups also employ two actuators with additional tie-bars. Price for a single-engine system is $5,700, about 15 percent higher than equivalent electro-hydraulic systems.

What the judges said: “The new Optimus electric steering system brings marine-steering technology into the 21st century.”

Standard Horizon’s GX2400 Matrix VHF radio replaces earlier GX220 products; it offers an internal, 66-channel WAAS GPS receiver; NMEA 2000 networkability; a wireless (or wired) full-functioning, second-station RAM mic; and an AIS receiver. Anglers can employ the voice scrambler to send encrypted messages to fishing buddies. The fixed-mount radio costs $449.99.

The Barents Sea, with the South-Eastern side touching the Sea of Japan encompasses the major ports in Russia.

60% of the total cargo movement on the international scale for Russia takes place through the sea. This includes almost 722 million MT (2016) cargo movement through international vessel calls.

A staggering 67 thousand plus ship calls come through this busy network every year. However, the modern handling facilities ensure that the median handling time for these ships remains 1.45 days. This means the port facilities under the Russian Government’s reach are the best in the business!

As a shipping nation, the Russian seafarers are plenty in number across the globe. The country’s shipping strength boasts over 2820 vessel registrations and 98,000 seafarers under them.

Major Ports Of Russia

In this article, we review the major ports in Russia of inland and international importance. We highlight their share in building the 571 496 million current US$ shipping market in the country. The details also contain their accurate location, identity code, and other geographical information.

1. Port of Novorossiysk (Krasnodar Krai, Russia)

The port of Novorossiysk has a 3.4 sq. km harbour area with a land area worth 2.7 sq. km. This includes a total of 89 functioning berths for vessels of all sizes. It features as the biggest seagoing port for Russia for over decades with almost 50% higher turnover.

The establishment of the port of Novorossiysk dates back to 1829, with major exchanges since 1846. The port’s range of services recorded 143 million MT of cargo handling for 2020. It includes one of the first Timber wood handling facilities to feature across the Black Sea ports.

Cargo Handling

A total of 11 berths are important in handling timber and other bulk cargo. 4 separate berths over a quay length of 570 meters handle the container operations. The sheer size of the facility allows maximum handling limits of 208 million MT every year.

Network and Layout

The timber operations across the 4 berths (31, 32, 31/A, 31/5) are the most advanced facility across Europe. Their throughput every year crosses figures between 400 thousand to 600 thousand.

This connects with direct railway and loading facilities, reaching out to 70% of timber industries. Meanwhile, 180 thousand and more TEU capacity of container handling adds to the port’s large-scale profits.

2. Port of Saint Petersburg (St. Petersburg, Russia)

The Port of Saint Petersburg has one of the deepest drafts for any Russian facility. The inner anchorage ranges between 23 to 25 meters while the channel draft is approx. 18.5 to 23 meters.

As one of the major ports in Russia, its water area spreads over an expanse of 164 sq. km. Meanwhile, the beginning of its establishment dates back to 1869. At present, the facility uses 470 vessels for in-house operations along their coast.

The passenger terminal at St. Petersburg handles over 450 vessels annually. This happens over a dozen of berths, with 2 major terminals having the alongside the extent of 360 meters.

The total mooring size capacity of this facility is over 30 kilometres. This includes the working capacity of more than 200 berths of various sizes in this facility.

St. Petersburg famously works with 8 major cranes of Panamax capacity. This couples with 3 RMG and 20 gantry nature cranes for handling container goods. This rounds off to the port’s annual handling figures to well over 2 million every year.

The facility connects with major cargo shipping destinations through 2 dozen operating lines. It acts as the major gateway for providing shipping access to the Russian interiors. The neighbouring ports like Rotterdam, Bremerhaven, etc. act as the feeder terminals for the super container ships .

Over 122 tugs and 3 dozen oil barges are resident for berthing and bunkering operations. The rail line operates through the container segment of the port, handling container transport.

3. Port of Ust-Luga (Kingiseppsky District, Russia)

The port of Ust-Luga stands only behind Novorossiysk in terms of cargo handling volume for 2020. It has the biggest handling facility for coal bulk operations in the Northern part of Russia. The additional expansion plans provide this facility with a total area of 30 sq. km.

Ust-Luga has 5 major berths that operate for round the year operation in severe temperatures. These handle over 30 vessels at once with anchorage facilities over 20 meters and higher depth.

The state-of-art coal loading facilities handle export abilities up to 20 million MT annually. It also is one of the newest facilities in Russia, dating back to 2011 for its establishment.

The loading conveyors for the coal handle up to 500 MT every hour on average. This facility accommodates vessels ranging up to 60,000MT of DWT for coal loading.

In addition, Ust-Luga also handles livestock, liquid, and general cargo operations. The overall cargo operations have figures worth 102.6 million MT for 2020. 2 mega cranes of 104 MT capacity and 1 of 80 MT capacity operate simultaneously with the conveyor system.

The berthing network contains a ramp bridge terminal and 7 deep berths spread across 1500 meters. Their operations handle 1000 to 1450 vessels up to 1,20,000 MT DWT.

The layout also has a warehouse for final goods handling, spread over 2800 sq. meters. This facility connects with the Ust-Luga railway terminal that has a special station for the port. The plan is for expanding the facility for over 26 train arrivals every day in the next decade.

4. Port of Vostochny (Nakhodka Bay, Russia)

The port of Vostochny operates with two major terminals for a handling capacity of 80 million MT. In 2020, the facility shows stats worth 77 million MT including the export. In the internodal structure, the coal loading takes place at the special coal terminal.

The facility is amongst the oldest in the major ports in Russia, dating back to 1974. The trans-Siberian railway connects the terminal to the most prominent end-user plants. Vostochny’s major exports connect with the Asian countries, with Japan and Korea using up to 60%.

Over 550 vessel arrivals for the year 2019 have mostly bulk carriers of different sizes. The facility accommodates vessels up to 1,80,000 MT DWT for bulk coal operations.

The general handling facilities show 300,000 units of rail cars carrying the cargo for this period. The discharge to these rails uses the conveyor mechanism with automatic operations.

The Vostochny terminal employs over 1700 people for the cargo and operational routines. The spreading layout uses 98% of mechanical and electrical automation for operations.

With the progressive development of their phase 3, the handling capacities will touch over 100 million MT. As a result, the net income of the facility amounts to an annual figure of 125 million USD.

5. Port of Primorsk (Vyborgsky District, Russia)

The Port of Primorsk is spread across a land piece of 5.4 sq. km area for cargo operation. This is in addition to the 32 sq. km of water limits within their expanse. It features amongst the top Russian ports by volume, handling 50 million MT+ cargo annually.

The initial operations at the facility date back to the year 2001, with a further increase in 2004. The facility operates 6 major berths that spread across a length of 2.8 km alongside. The deepest tanker-handling terminals allow drafts up to 17.8 meters for convenient loading.

An annual handling capacity of 60 million MT and more of liquid cargo allows major export relations. The Primorsk port also stands out as the highest contributor to oil exports in Russia.

The operations include 50 major oil extraction firms for direct loading transfers. All loading arms connect for a throughput of 2800 cubic meters loading rate for bigger tankers. This allows tankers of 1,50,000 DWT capacity to arrive with better draft features.

The wide oil handling range connects with the Baltic Pipeline and serves at its one end. This comes with a specific terminal for gas loading operations that operates 8-24hrs for cargo.

The 2 phases of pipeline extending onwards span over 1000 kilometres for oil handling. These terminals involve 250 regular employees with camera surveillance measures.

6. Port of Murmansk (Kola Bay, Russia)

UN/Locode: RUMMK Latitude: 68.984125° Longitude: 33.061°

With its location on the northern end of the Arctic circle, Murmansk is the coldest Russian port. It also is the largest to lie on the North of this geography. It is also the geographical North-most amongst the major ports in Russia.

The port helps to house the ice-breaking vessels assisting the larger vessels passing through the Arctic. Its establishment owing to this reason is also quite old, dating back to 1917.

The port operates through its 15 berths, 11 of which are for solid cargo. These berths divide into 2 major port districts or nodes for operation. The general berths operate over 1.5 km in length, while the oil terminals operate on half the figure.

In 2021, Murmansk has figures worth 56 million MT of cargo through its facility. All major bulk cargo operations take place through the gantries at a steady rate. The operates to switch between 16 and 32 MT per hour operation capacity for these.

Meanwhile, the bulk liquid berths vary between 10 to 15 meters in depth. The 3 terminals that use the roadways facility operate the majority of bulk operations.

Despite its challenging location, Murmansk operates round the year. Its expanse has an additional third node for car and container handling tasks. It is the only node with length restrictions, with vessels coming up to 220 meters long.

Major bulk cargo storage facility houses more than 25000 MT in this area. The facility houses over 200 operators for cargo, and less than 100 for ice-breaking requirements.

7. Port of Vladivostok (Vladivostok, Russia)

The port of Vladivostok provides Russia with an opportunity to explore the Pacific. It extends towards the south-eastern end and touches the Sea of Japan for the bulk Asian traffic. This facility spreads across 55 hectares and also provides a cultural significance for the Russian landmass.

Vladivostok has a record of handling 24 million MT of cargo for 2021. It is significantly higher than its 13.9 million MT average across the decade. The port’s establishment starts in the 1800s, with free status existence in between.

The terminal operates through its range of 15 berths for general operations. Each of these varies between 10 to 15 meters for depth. The approach through the channel gives a depth of up to 25 meters.

A collection of 200 automatic and semi-automatic loading resources are available overall. This includes the STS, RMG, and RTG facilities operating alongside. The container handling facilities operate round the year for efficient discharging.

Being the south-eastern tip, the Vladivostok network has major relation with Asian ports. 45% and more of their trade flow through Korea, Japan, and China in combination. The layout divides into the universal and the container-specific terminals for operation.

An area of 450,000 sq. meters is available for the warehouse storage and handling of goods. The inter-port handling facilities feature a train map and 2 major truck checkpoints.

Russian Shipping Riches

The sea transport shares a stake worth 112 087 million current USD for the Russian trade. This creates a significant impact for managing international trade, despite the large land area. The concentration of land does not have too big inland waterways, leading to major ocean ports.

Moreover, the testing conditions while operating in the Arctic do not make the cargo movement easier. In such situations, the Russian authorities focus highly on developing the ice-breaking fleet for year-long operations.

With a diverse portfolio, the major ports in Russia handle cargo of every significant use. The country’s latest focus on developing a green corridor is in line with the shipping requirement and future.

Two Russian-Canadians charged with shipping electronics to aid Moscow’s war on Ukraine

Two Russian-Canadians have been charged in connection with what U.S. prosecutors allege was a conspiracy to skirt sanctions and procure electronic parts vital for Moscow’s war on Ukraine.

Nikolay Goltsev, 37, and Kristina Puzyreva, 32, from Montreal, were arrested in Manhattan on Tuesday during a trip to New York to visit Salimdzhon Nasriddinov, 52, a Brooklyn resident and a co-defendant.

“As alleged, the defendants evaded sanctions, shipping equipment to Russia vital for their precision-guided weapons systems, some of which has been used on the battlefield in Ukraine,” Breon Peace, United States Attorney for the Eastern District of New York (EDNY), said in a statement.

None of the allegations have been proven in court.

In an affidavit and criminal complaint filed in support of the application for arrest warrants, a Department of Homeland Security special agent, Yevgeny Gershman, alleged that Mr. Goltsev, Ms. Puzyreva and Mr. Nasriddinov illegally exported millions of dollars of electronics to Russian entities – including companies affiliated with Moscow’s military – in violation of sanctions put in place after Russia’s invasion of Ukraine in February, 2022. He said Mr. Goltsev and Ms. Puzyreva are dual Russian-Canadian nationals.

Mr. Goltsev also served as an account manager and purchasing co-ordinator for Electronic Network, Inc. a company based in Montreal, according to the affidavit. This firm was added to the U.S. government’s sanction list in the winter of 2023 for allegedly supporting Russia’s war effort in Ukraine. He and Ms. Puzyreva are married, the affidavit said.

Over the course of a year, the affidavit alleges, the defendants dispatched over 300 shipments valued at US$10-million – items that ended up on the battlefield, said Ivan J. Arvelo, special agent in charge of Homeland Security investigations, in a statement.

The trio used two companies registered in Brooklyn, SH Brothers and SN Electronics, to facilitate the shipments, buying electronics from U.S. manufacturers. Many of these items are considered vital to Moscow because of “their critical role in the production of advanced Russian precision-guided weapons systems, Russia’s lack of domestic production, and limited global manufacturers,” the arrest affidavit said.

Electronics with the same make, model and part number shipped by SH Brothers were subsequently found in Russian weapons platforms and signals intelligence gear seized by Ukraine. These include the Izdeliye 305E light multi-purpose guided missile, Ka-52 helicopters, Orlan drones and T-72B3 battle tanks, the affidavit said.

The U.S. Attorney’s Office for the EDNY said attorney Sarah Sacks of Epstein Sacks PLLC was acting defence counsel for Mr. Goltsev. Ms. Sacks did not immediately return a request for comment on Wednesday.

The U.S. Attorney’s Office for the EDNY said Kristina P is being represented by Federal Defenders of New York, which defends persons charged with federal crimes who cannot afford to hire an attorney. The organization’s Brooklyn office did not immediately respond to a request for comment.

Investigators allege that the defendants knew the electronics they were exporting had military applications. In a 2023 e-mail dated Feb. 23, a Russian holiday commemorating the country’s military forces and veterans, Mr. Nasriddinov wrote Mr. Goltsev to wish him “Happy Defender of the Fatherland.”

Mr. Goltsev replied: “Happy holiday to you too my friend, we are defending it in the way that we can,” with a smile emoji, according to the affidavit.

Lawyer John Boscariol, head of McCarthy Tétrault’s trade and investment group, said the charges are the latest in a string of enforcements across Western countries that are targeting efforts to circumvent or evade sanctions on Russia. And if the facts alleged by U.S. prosecutors are true, he added, the two Canadians charged would likely also be breaking Canadian sanctions law, which applies to citizens wherever they are in the world.

“Clearly, the United States is stepping up enforcement,” Mr. Boscariol said. “Some are raising questions now as to whether the Canadian government is on top of enforcement issues when it comes to its own citizens.”

The Canada Border Services Agency did not immediately respond when asked whether Canada had contributed to the investigation.

Back in August, a report by the Royal United Services Institute defence think tank said that more than 450 foreign-made components had been found in Russian weapons recovered in Ukraine. The group said the majority of the apparent Western components in the weapons were manufactured by U.S. companies – evidence that Russia’s war machine is heavily reliant on imports of sophisticated microelectronics to operate effectively.

Investigators say Mr. Goltsev and Mr. Nasriddinov exported the items from the United States and shipped them to Russia and Russian customers, including Radioavtomatika, Komtech, Testkomplekt and EKB-Neva, through a variety of intermediary companies in countries such as Turkey, Hong Kong, China, India and the United Arab Emirates.

The affidavit said Mr. Goltsev typically used aliases such as “Nick Stevens” and “Gio Ross” when communicating directly with U.S. manufacturers and distributors.

In a statement Wednesday, Ukraine’s ambassador to Canada, Yuliya Kovaliv, said allies should be probing all allegations of circumvention of sanctions to starve Russia of the components it needs to wage war.

“It is crucially important to investigate each and every case of sanction circumventions, especially in the military and technology sector, to ensure that Russia is deprived of the ability to produce technological weapons, which Russia uses to kill Ukrainian people and destroy critical infrastructure,” Ms. Kovaliv said.
