Man fined for deliberately sinking boat in SA's Gulf St Vincent to create reef to attract fish

An Adelaide man has agreed to pay a large fine for illegally dumping a boat in Gulf St Vincent in what the South Australian Environment Protection Authority (EPA) and commercial fishers say is an example of a growing problem of people creating artificial reefs to improve fishing opportunities.

Key points:

  • A former commercial fisher sunk a boat off Adelaide's coast
  • The practice creates environmental problems
  • Prawn fishers say it is also a health and safety danger

Former commercial fisher David Alex Blackley was fined $8,400 and will pay $7,500 for a commercial salvage operator to retrieve the boat, which he admitted dumping 15 kilometres off O'Sullivan Beach, in Adelaide's south, in 2018.

The EPA said CCTV showed Blackley using another boat to tow the vessel from the O'Sullivan Beach boat ramp on November 18, 2018.

EPA officers found the boat used for towing at a Largs North address.

They also found a GPS location on a device at the house which led them to the sunken 8-metre boat under 30 metres of water.

EPA investigations manager Stephen Barry said the agency believed the boat was sunk to attract fish — a practice that became illegal in 2016.

"We have heard of scrap metal, whitegoods, shopping trolleys and vessels being towed out and dumped in waters around the state," he said.

"Sunken items can contain pollutants such as oils, greases and chemicals, and pose a risk to navigation and a hazard to commercial fishing equipment.

"This also undermines authorised actions by government to create artificial reefs for habitat restoration and public recreation."

Saint Vincent Gulf Prawn Boat Owner's Association executive officer Neil MacDonald said "private fish aggregating devices" (FADs) were bad for the environment as well as for commercial fishing safety.

"The prawn industry has grave concerns at the growing proliferation of illegal reefs or FADs and the risks they pose to the safety of prawn boats and their crew," he said.

"We operate in a high-risk environment at sea fishing at night.

"Regardless of the skill of our skippers and crew there are real risks to the lives of crew members and the safety of fishing equipment and boats."

Dramatic footage has shown the moment a 39m-long superyacht sank off the coast of Italy after it was battered by a storm.

Nine people were rescued from the My Saga yacht on Saturday as it capsized in the Gulf of Squillace, off the coast of Catanzaro in the south of Italy.

Video of the incident showed the ship on the water for a few moments before it completely went under stern-first, The Sun reports.

An investigation to determine what caused the vessel to sink has been launched.

According to Super Yacht Times , My Saga was travelling from Gallipoli, Turkey to Milazzo in Italy under a Cayman Islands flag.

Four passengers and five crew were all rescued from the vessel.

The outlet reports that on Saturday, the Port Authority of Crotone received a message from the yacht saying they were taking on water at the stern.

Two patrol vessels rushed to the location and rescued five people while the captain and the rest of the crew remained on-board.

Even though a tugboat arrived at the scene to help and rescue the remaining staff, the worsening weather conditions made it impossible to take the vessel to safety.

The luxury superyacht was built in Italy in 2007 under the name Yuko .

The vessel, which could reach speeds of 12.5 knots, could accommodate up to 12 guests in six staterooms, as well as eight crew members.

The ship was designed by Tim Heywood while the interior was designed by Jean-Marc Achy.

TESTIMONIALS

We share your passion.

“Rob Robinson was professional and a pleasure to work with in selling my boat. I had my boat listed with another dealer for 14 and a half months with very little interest. After listing it with 38 South Boat Sales my boat was sold in less than two months. Rob’s extensive network, large number of associated websites for advertising and professional approach to selling my boat makes him the ‘go to man’ for selling a boat in Adelaide.”

of our newly purchased first 45' (2008) from Adelaide to . We plan to leave Adelaide on Saturday 29 February.

We are new to the and, while some of us have sailed between - Hobart and Melbourne - Sydney, are not familiar with the coast Adelaide - Melbourne and can't claim to have a lot of experience Melbourne - Sydney.

Our plan is to stop in at , Apollo Bay, Wilsons Promontory and Eden and then perhaps again on the south coast of NSW before Pittwater north of Sydney.

We are also looking to maybe pick up/drop off some of the crew along the way if we can locate a convenient drop off location.

We'd be grateful for any tips about good places to pull in along our from anyone with any experience of this part of the world.

Also, we're planning to do the trip in seven to eight days. Anyone got any view about whether that's realistic or are we being overly ambitious?

Boat: Herreshoff Nereia H36
in Portland. Easy to get into at night with a good plotter but the was eerie. We took 12 days to get to Freo so probably 5 to Portland with 4 crew on . Delivery cruising not . So, 7-8 days with no stops is ambitious in my view and with stops, how long is a piece of string?

If you've not sailed this boat much, may I suggest an overnight 100+nm sail first to test everything. I've just done a 150nm as part of qualifying for the Fremantle to Bali Rally and even with a long with my boat, we still found a couple of problems, some of which were crew not knowing all the protocols with lazy , lines, etc., which led to a serious chafe. My crew of 2 have sailed on my boat before and all of us are experienced sailors. So, such a sail is about the boat and about the crew.

All that said, have a good time and enjoy the Full Moon on the 10th of March; be sure to be at sea that night!
18-02-2020, 17:12
... especially the 2 mentioned. They will prove invaluable. Can I just add 2 of call - Refuge Cove on Eastern side of Wilsons Prom, very beautiful and protected but little or no mobile & . I prefer Bermagui to Eden as it is "easier" for provisions etc. As everything is there at the port. Eden has ships plus many trawlers (so little space) and there's a big hill and long walk between port and town.
Finally, I think your timing is a bit on the quick side! Allow least 10 days with minimal stops for weather ... if it's "on the nose" ... wait and remember gentlemen don't sail to windward!

Boat: Westerly Konsort 29'
.
Apollo Bay - Not good in strong Easterly winds. Check . Sand tends to get moved across transit line and a more southerly approach may be better. Watch depth. Lifejacket.
Port Phillip Heads - Times of slack are published on web. These are about 3 hours after high and low . Best to come in just after slack becomes flood, and come out just after slack turns to ebb. However beware ebb with strong SW or large swell. Four Fingers West or Western Channel best. Call Point Lonsdale VHF before entry. Queenscliff marina available. Lifejacket.
Islands W of Wilsons Promontory, e.g. Great Glennie might be useful anchorage in W winds.
Refuge Cove - Good anchorage but avoid in strong E winds.
Lakes Entrance - Again times of slack current are published on . They are approx 3 hours after high and low water. Best to come in on slack becoming flood. Transit line changes according to moving sandbanks. Avoid in strong on-shore winds. Check depth. Lifejacket.
SE Corner VIC / NSW near Gabo Island - Often rough water.
East Australian Current is Southbound at up to 4 knots, but less inshore and perhaps some reverse eddies close inshore.
Also beware Lows, which often develop quickly off the SE Corner of .
Much more info in pilot books. There is also pilot book "Cruising Victoria".
The area is subject to more than one swell.
